Further proposals published for post-16 Level 2 and below qualifications 17 March 2023

As part of Government reforms to post-16 education at Level 2 and below, Ofqual has published a consultation on qualifications that support progression to higher levels of study.

This new consultation seeks views on the purpose, design, grading and assessment of four groups of qualifications:

Level 2 qualifications supporting progression to Level 3 technical qualifications that are not delivered as part of a T Level programme
Level 2 qualifications supporting progression to Level 3 alternative academic qualifications
Level 1 pre-technical qualifications supporting progression to higher level technical qualifications
Entry Level qualifications supporting progression to Level 1 pre-technical qualifications.

The deadline for responses to the consultation is 25 May 2023.

These proposals follows earlier consultations on Level 2 qualifications leading to employment and Level 2 qualifications supporting progression to T Levels.

Reforms to qualifications at Level 2 and below will be phased in over a three-year period. The first reformed qualifications in the technical pathway will be available for teaching from September 2025, with further technical and academic pathway qualifications scheduled from 2026 and 2027.
